Risk reduction management for middle-eastern oil and gas company

A large middle eastern oil and gas production company had suffered a number of accidents which had serious consequences including a substantial reduction in production capacity. The company, in consultation with its venture partners and insurers, decided to instigate a broad range of risk reduction studies and initiatives throughout its operations. ESR Technology was contracted to carry out risk and safety studies in support of these risk reduction initiatives.

ESR Technology carried out an integrated asset integrity review and quantified risk assessment and other associated safety studies for eight gathering centres and two gas booster stations. The QRAs were carried out using ESR Technology’s RISK software suite to predict risk levels and contours for the gathering centres. The locations, construction and risk levels of manned buildings were analysed and recommendations for risk reduction and management were made.

A review of the hazardous area classification of the plants was carried out including compliance with current company standards and the potential effects of implementing the current IP Code requirements. ESR chaired a series of detailed HAZOP and Safety Integrity Level (SIL) studies of the gathering centres.

A review of plant safety management systems was carried out including the permit to work system, training and competence, accident reporting and the effects of shift rotations. Hierarchal task assessments of work associated with major turnarounds and some routine maintenance tasks were also performed. COSHH type assessments were carried out for chemical handling activities and oil and gas sampling tasks and a human factors assessment of the gas plants control rooms and alarm handling procedures was implemented. The assessment included routine and emergency actions and an analysis of the Individual, Task and Organisational aspects of the activities

Training modules addressing the studies were developed and initial presentations were given to company staff by ESR.

  • Recommendations were made for risk reduction measures for control rooms at the gathering centres including changes to locations and construction
  • Hierarchal analysis of the maintenance tasks identified the associated potential errors and their safeguards and provided a risk ranking of the tasks
  • Company staff who attended the training sessions had an understanding of risk assessment and safety management techniques and how to introduce risk control programmes
