HSE Management Support for multi-national oil and gas company

The exploration and production division of a large multi-national oil and gas organisation had set high standards for the management of health, safety and the environment throughout its global activities. The organisation required the compliance of all company managed companies and joint ventures, with both national standards and the organisation’s own HSE objectives and standards, within a given timeframe. It further required that the management of environmental issues be compliant with the internationally recognised standard, ISO14001, and that compliance should be certified wherever practical.

One of the organisation’s joint ventures in Africa was a cause of concern and it was decided that internal resources were insufficient to achieve the required standards of HSE. ESR Technology was contracted to help it achieve the required standards.

ESR Technology established a team of up to eight safety management, risk and environmental consultants who were mobilised to provide support over a two year period. The initial task for ESR Technology was to help document appropriate HSE management arrangements for in excess of twenty departments and operational locations. HSE management systems were documented for all departments and locations and for those identified as having high risks, specific HSE cases were developed.

ESR Technology chaired a series of HAZID workshops and studies which identified where HSE cases were required and set the boundaries and scope for the hazard management processes. The required documentation was then developed jointly with departmental operational and HSE personnel. An integrated approach was taken for systems development, with the objective of satisfying both the organisation’s HSE and ISO14001 requirements within the same documents, and thus avoiding the need for duplication. GAP analyses were carried out to identify deficiencies in implementation of the systems and remedial action plans were developed to address the deficiencies. Training modules were also developed to help address recurring deficiencies, particularly concerning environmental care.

On completion of the provision of services by ESR Technology, all of the company’s activities were covered by HSE management systems and HSE cases, where relevant, and three departments were certified to ISO14001. The company met the standards and requirements set by the parent organisation.
